A good place to rent Victorian costumes in the Austin area is 'A Cut Above Costumes' in Round Rock. The shop is set in a warehouse, and is literally stuffed to the rafters. The owner provides costumes for local theater groups and schools and seems to have a good eye. She is very friendly and will let you just browse the floor and put things together.
The shop is a 'little' hard to find as it is really on a side street and the sign is not obvious. Directions -- From I-35, take HW 79 East. Turn left (north) at the first light. This is N Mays Street. Travel north to Texas Ave and turn right (east). Take your first left on Lamar Dr. Turn left into the first parking lot. The shop is on the corner. I recommend calling first to ensure she is there.
Bazaar Back Stage

Probably not much clothing that would be appropriate for the Victorian Era, but they do carry a variety of hats and other accessories for sale. Also next door at The Bazaar, you might be able to find Victorian corsets.
Lucy in Disguise
1506 S. Congress Ave.
Lucy in Disguise is unfortunately rather expensive, and their costumes vary in quality. However, they are centrally located.
