MPS: Yuba City, CA, USA: The following is a transcript of this months Sutter County Traffic Administration Revenue Subcommittee. In attendance is Chairman Terrence Reeves, Administrator Howard Gagnon, and Sub-Secretary Raymond Jujuli.
Chairman Reeves: "Our major point of interest today is the installation of the new traffic control surveillance cameras. Do you have the figures Ray?"
Sub-Secretary Jujuli: "Yes Terry, I hav..." (interrupted)
Chairman Reeves: "Ray, Please address me as Mr. Chairman"
Sub-Secretary Jujuli: "Yes sir, Mr. Chairman. I have the report here. Our total expenditure for the installation of two units on the corner of Bridge Street and Gray Avenue in Yuba City is $926,340.00 (nine hundred twenty six thousand three hundred forty dollars). Our anticipated revenue in fines for the first year is roughly $23,000,000.00 (twenty three million dollars). Maintenance costs are estimated to be less than $30,000.00 (thirty thousand dollars) per year."
Chairman Reeves: "That twenty three million seems a little high to me Ray. Are you sure of those figures.?"
Sub-Secretary Jujuli: "Yes sir, Mr. Chairman. The figures are based on current violation rates and an increase in fines to $450.00 (four hundred fifty dollars) per violation. We also expect an increase in violations due to the population growth in the county. It should be noted that revenues will decrease in the second year and the years beyond. As drivers become aware of the cameras and the hefty fines imposed they will be more careful driving through the intersection. We will be able to maintain a revenue flow of $20,000,000.00 (Twenty million dollars) or more as we install additional cameras at other intersections."
Chairman Reeves: "Very good. How are these revenues being alloted?"
Sub-Secretary Jujuli: "50% (fifty percent) is reserved for the County Supervisors retirement fund. 30% (thirty percent will fund pay raises for county workers above the G5 level. 15% (fifteen percent) is allocated to the Traffic Administration's general fund to be used at the discretion of the Revenue Subcommittee. 4% (four percent) is for maintenance, and 1% (one percent) for public relations to promote the safety aspects of the installations."
Chairman Reeves: "Are we above G5"
Sub-Secretary Jujuli: "Yes Mr. Chairman. Howard and I are level G6 and you are Level G7".
Chairman Reeves: "Very well let's throw the switch."
Sub-Secretary Jujuli: "It requires a unanimous vote, sir."
Chairman Reeves: "All in favor of instituting the Sutter County Red Light District, say aye."
Sub-Secretary Jujuli: "Mr. Chairman sir, that is the Sutter County Traffic Safety District."
Chairman Reeves: "All in favor of instituting the Sutter County Traffic Safety District, say aye."
Sub-Secretary Jujuli: "Aye."
Administrator Howard Gagnon: "Aye."
Chairman Reeves: "Aye. So be it."
