Semites
It is pretty well settled, I believe, that "Semites" are the lineage of "Shem", one of the sons of Noah. (See Genesis 10:31). One is called a "Semite" if you are in the lineage of Shem; this would include Abraham, Isaac, Ishmael, Jacob, and all Israel.
Goy/Goyim
Goy means "nation", goyim, its plural, means "nations"; the two words are assigned the same Strong's number, #01471, however.
Seed of Noah called "goyim"
The first usage in the Bible of these words is in Genesis 10 where the geneology of Noah is given.
Genesis 10:5 By these were the isles of the Gentiles/goyim<01471> divided in their lands, every one after his tongue, after their families, in their nations/goy(im)<01471>.
(This is also the first use of the word "Gentiles"; notice it comes from "goyim".)
Genesis 10:20 These are the sons of Ham, after their families, after their tongues, in their countries, and in their nations/goy(im)<01471>.
Genesis 10:31 These are the sons of Shem, after their families, after their tongues, in their lands, after their nations/goy(im)<01471>.
Genesis 10:32 These are the families of the sons of Noah, after their generations, in their nations/goy(im)<01471>: and by these were the nations/goy(im)<01471> divided in the earth after the flood.
Abram's seed called "goy" and "goyim"
Abram is promised that his seed (offspring) will become a great goy/nation.
Genesis 12:
1 ¶ Now the LORD had said unto Abram, Get thee out of thy country, and from thy kindred, and from thy father's house, unto a land that I will shew thee:
2 And I will make of thee a great nation/goy<01471>, and I will bless thee, and make thy name great; and thou shalt be a blessing:
3 And I will bless them that bless thee, and curse him that curseth thee: and in thee shall all families of the earth be blessed.
Abram's offspring promised to be many goyim/nations.

Ephraim's (Joseph) lineage called "goyim":
Genesis 48:19 And his father refused, and said, I know it, my son, I know it: he also shall become a people, and he also shall be great: but truly his younger brother shall be greater than he, and his seed shall become a multitude of nations/goyim<01471>.
It is seen the terms "goy" and "goyim" are used to describe the seed (offspring) of Noah, Abram/Abraham, Isaac and Jacob; indeed, IAUE Himself names them so. Surely one of Israel would call himself "goy"/"goyim". It should also be apparent that a descendent of Shem, otherwise called a "Semite", is also included in the meaning of "goy" and "goyim". One cannot therefore be called "Semitic" without also being called "goy" or "goyim". And while one may be a "goy" and not a semite (from Ham or Japeth), one cannot be a "non-goy" while still claiming to be "semitic".
Gentiles

GEN'TILE, n. [L. gentilis; Fr. gentil; Sp. gentil; from L. gens, nation, race; applied to pagans.]
In the scriptures, a pagan; a worshiper of false gods; any person not a Jew or a christian; a heathen. The Hebrews included in the term goim or nations, all the tribes of men who had not received the true faith, and were not circumcised. The christians translated goim by the L. gentes, and imitated the Jews in giving the name gentiles to all nations who were not Jews nor christians.
