*NOTE: It is interesting to note that "viklv" does not appear in Jeremiah 38:22 of the King James Version text according to the Strong's concordance; but it is in the text upon which are based the ASV, NIV, etc.
Also, by searching for Strong number 03615 to find other occurances of the stem "klv" (with different prefixes and suffixes) using a Bible study tool such as Online Bible it is seen that the majority of uses imply the sense of ending or consuming something, in contrast to completing or finishing up some work (though it is by no means unanimous).
The sense of Genesis 2:1 then would be that the heavens and the earth were destroyed rather than having the final touches completed.
