The usages of the root word (OVNN), Strong's # 06049, from which is translated "observer of times" are below.

Used by IAUE Aleim regarding bringing or creating clouds in Genesis 9:14, it is used to label certain practices He forbids. I'd say that in the realm of man's affairs this word denotes the creation and use of deception, "clouding people's minds". Those who created the "cloud" can, of course, see through it to be "observers of times". The translation as "observer of times" may be a way of dressing up acts which would otherwise be easily seen as unrighteous in language intended to be understood as favorable.

"Conjuring", in the sense of using tricks aimed at mystifying people by (optical, auditory, and other) deceptions, I think may be a good way to render "OVNN".
