The heading on the new card (at bottom center of picture) reads "RESIDENT ALIEN".

The caption reads:

'Fraud-Proof' Cards

James Cullum of the U.S. Immigration and Naturalization Service in San Ysidro, Calif., holds new alien identification card at left and one it replaces. In two months the computer-read cards, which are said to be 'fraud proof' will be turned out at El Paso, Tex., and Miami.
