The Session Cutoff Calendar (also available through Access Washington —see below for link) shows the last day of legislation as April 22, 2007, unless altered by legislative action. Bills for fiscal issues, transportation or emergencies have more leeway for cutoffs.

Unfortunately, HB 2142, Workplace Bullying, a bill that BPW/Hawaii and other states were in support of, did not get out of the Washington State Legislature’s Commerce and Labor Committee. This is the second try for this legislation. The name of the game is persistence—sometimes some legislation takes as many as five sessions to finally get passage.

There are many issues going through the Legislature this session. Education and WASL legislation is important, energy issues for modifying our dependence on fossil fuels, tax issues, women’s health and safety, plus small business bills. Perhaps some of you have seen the recent programs on TV regarding Bob Woodruff’s experiences as an embedded correspondent. He suffered a severe traumatic head injury from an IED bomb in Iraq. He is now pushing for more treatment and emphasis on awareness of the wounds suffered by our troops overseas, and for those injured in accidents in the United States. Some of these injuries are visible, others not, but they are classified as "closed head wounds"—those caused by extreme shock waves from explosions (whether industrial or wartime).

National legislation is still pursuing the minimum wage increase, women’s health issues (Breast Cancer Patient Protection Act), and more work on prevention of violence against women. President Bush has signed Johanna’s Law (national gynecological cancer early detection) supported by BPW/USA and lobbied for by many BPW members during Interim Board in Washington, D.C.

BPW/USA Legislative Updates

On Tuesday, March 13th, the Healthy Families Act was re-introduced in Congress by sponsors Senator Edward Kennedy (D-MA) and Representative Rosa DeLauro (D-CT). This was one of the three bills lobbied during the 2007 Policy and Action Conference last month. The bill would provide full-time employees with seven paid sick days a year to be used for their own medical needs or to tend to the medical needs of a child, spouse, or parent. Part-time employees receive a pro-rata share of paid sick days. Following an outside rally on Capitol Hill for the re-introduction, BPW/USA lobbied Members of Congress on behalf of the bill.

WiLL - the Women Legislators’ Lobby - is a national non-partisan network of women state legislators who work together to influence federal policy and budget priorities. WiLL sponsored the Capitol Hill lunch during the 2007 Policy and Action Conference and hosted Representative Lynn Woolsey (D-CA) as the lunch keynote speaker.

WiLL is a powerful voice with members in all 50 states, who represent millions of constituents. WiLL seeks to:

· Persuade Congress to redirect excessive military spending toward unmet human and environmental needs;

· Address women’s health issues;

· Eliminate violence against women;

· Curb the proliferation of nuclear weapons; and

· Support women running for elected office, particularly for Congress

WiLL welcomes the opportunity to link our members in state legislatures with BPW members. BPW/USA encourages its members to contact a WiLL State Director in order to invite a WiLL member to one of your State Federation or Local Organization meetings. In addition, because WiLL focuses on electing women to state office, BPW/USA encourages you to dedicate one of your Local Organization meetings to electing women to office and invite a WiLL representative to speak. Many BPW members already hold local and state political office, and it is important we continue to encourage women to run for office so that they are in the pipeline for federal office and the presidency. BPW/USA has created an Equal Rights Amendment (ERA) Resource Center to be a "one stop shop" to get information about the ERA and how to advocate for it. The center includes items of interest such as survey results and state activities, and legislative tools such as sample bills, sample letters to state and federal legislators, and an unratified states action plan. Please utilize this resource center for your ERA state and federal activities and share it with your fellow ERA advocates. Around the world, violence against women is at epidemic proportions. Every year, violence in the home and community devastates the lives of millions of women. Violence against women is a human rights violation. At least one out of every three women globally will be beaten, coerced into sex, or otherwise abused in her lifetime.

New legislation, the International Violence Against Women Act, will soon be introduced in the Senate and House to address these frightening abuses. Working through the international assistance that the U.S. already provides to countries around the world, it will offer resources to support best practices against violence. The inspiring thing about this legislation is that it incorporates training, protection, and services for women across a range of situations, from the fight against HIV-AIDS, to school and health clinics, to court systems, to workplaces, to refugee camps. League of Women Voters of Washington

Electronic Voter Registration LWV position SUPPORT HB 1528

If this bill passes, any person with a Washington State driver’s license or a Washington State ID card could submit a voter registration application electronically on the Secretary of State’s website.

League Position: Registration should be simple and convenient for voters while ensuring accuracy.

Status: The bill passed to the Senate in early March and was referred to the Senate Committee on Government Operations & Elections.

Family Medical Leave and Insurance

LWV position SUPPORT SB 5659

SB 5659 was amended in the Senate and now provides for up to five weeks of leave for the birth or placement of a new child, or care of a seriously ill family member (child, spouse, domestic partner, or parent), but would no longer cover worker’s own serious illness. Benefits would be $250 per week, financed by a premium of 2 cents per hour worked (would be paid by worker), which is about $40 per year for a full-time worker or $3.50 per month (would be pro-rated for part-time workers).

League Position: Children’s Services

Status: SB 5659 passed the Senate on March 14 with a bipartisan vote of 32 to 17. The House Committee on Commerce & Labor will hear the bill on Tuesday, March 20.
