Step 1: The Building Permit 

Before you can begin to build a construction project, you must determine if you are in compliance with local zoning regulations and obtain a proper building permit.  Zoning regulations and building permits are regulated by the local authorities according to their vision of how the area should develop. 

In the same manner, I have set eligibility requirements for the Internet Beacon Awards.  According to my vision, these awards should go to webmasters who set up personal web sites with positive information and valuable resources.  The intent should be to enrich the Internet -- not to make money, and not to inflate your own ego.

I have prepared the following Flash-enabled self-test to be a convenient way to see if your site is consistent with my vision of an Internet Beacon.  I strongly encourage you to take the self-test if you are considering applying for an Internet Beacon Award.
