Opponents of renewable energy have crafted
and passed a bill in the Delaware State Senate that makes it virtually
impossible to generate electricity with waste wood anywhere in the state. The
bill defines any facility involving the combustion of, among other things, wood
as an "incinerator" unless the wood is specifically grown for fuel on
a dedicated site. It then goes on to require a 3-mile distance between the
"incinerator’s" property line the property line of just about any
entity other than heavy industry. This type restriction is not being placed on
facilities utilizing coal or oil to generate electricity and makes an exception
for the combustion of oil sludge. The 3-mile distance from property line to
property line makes it impossible to site a biomass electric power plant just
about anywhere in
Proponents of this bill profess that the
3-mile distance is necessary specifically for wood because of the uncertainty
of emissions, but chose to not call on any experts on emissions from facilities
that generate electricity with biomass. The bill is now scheduled for
consideration in the Delaware House of Representatives.
It would be an environmental travesty for
this bill to become law. It is time for knowledgeable environmentalists and
energy experts to step up and inform the governor and legislature in the State
of
