Dear Governor Carper, Senator Sharp and Speaker Spence,

We are writing to you to urge you to ensure that Delaware’s energy policy supports the development of sustainable biomass facilities. We believe sustainable biomass and other renewable technologies must begin to displace traditional forms of electric generation, such as coal and nuclear power, if we are to combat global climate change and the other adverse environmental impacts of electric generation such as acid rain and smog.

We have worked hard to develop a sound definition of sustainable biomass and to ensure it’s inclusion as a renewable technology under the Green-e certification program and in the environmental provisions of state restructuring laws that provide support for clean energy technologies. This definition includes the following biomass technologies:

o        combustion of captured landfill methane gas;

o        anaerobic digestion of agricultural waste, food waste and sewage; and

o        combustion of clean urban wood waste, provided that emissions of Nox are controlled.

After numerous briefings from technology experts and months of discussion among clean energy advocates, we are convinced that combustion of biomass fuels for power production has substantial environmental benefits over landfilling of these wastes, and as a practical matter would only occur when higher value uses such as recycling and remanufacturing are not feasible.

 

We strongly support market programs like Green-e, and state policies such as renewable portfolio standards and system benefit charges, that promote renewable technologies including sustainable biomass. We urge you to ensure that Delaware’s energy policy supports these clean technologies.
