January 2005 New York State Regents Action:

On January 11, 2005, the Board of Regents adopted an amendment to Commissioner's Regulations that extends the validity period of an Initial classroom teaching certificate from three years (as reported in the current edition - ed.) to five years. This change provides more time for the novice teacher to complete the requirements for the Professional certificate. The change in validity period applies to all Initial certificates, including those issued prior to Regents action.

INITIAL REQUIREMENTS AT A GLANCE:

Also needed will be items A, B, C, E, G ( Oregon TSPC Form), J, K, M (CBEST), N, O, a First Aid Card, and an Anti-discrimination statement – See page 2. Fees for Oregon education graduates - $75.00; all other applicants - $90. There is a $42 fingerprint processing fee. All Initial Teaching Licenses require passing scores on the California Basic Educational Skills Test (CBEST), OR the Praxis I PPST. The above tests are waived if the applicant has completed a doctor's degree through a regionally accredited institution. The above tests are postponed for three years when a Transitional Teaching License is issued. The original license is valid for three (3) years, Oregon DOES belong to the Interstate Certification Compact, and the NASDTEC Interstate Contract for Teachers, Support Professionals, Administrators, and Vocational Educators. Oregon is a member of the New Teacher Assessment and Support Consortium (INTASC). Courses or competencies in Special Education are NOT required. Major changes occurred in 2004.
Renewal Requirements: $75.00 fee. As of 1/15/02, a candidate must complete one of the two following options:
1. A district Continuing Professional Development Plan (CPD); or
2. An individual CPD Plan, developed by the educator in cooperation with a supervisor or CPD advisor.
Applicants renewing an Initial (Basic) license need to complete 75 Professional Development Units (PDUs). In 2005, applicants renewing the Standard or Continuing licenses will need to complete 100 PDUs which is then raised to 125 PDUs in 2006. These requirements also include one year of full-time or two consecutive years of half time or more appropriately assigned successful teaching experience, or 180 days (full-time equivalent days if less than half-time) of teaching, which can include substitute experience in the Oregon Schools.
Notes: A combination of Oregon school experience and credit may be used in which one quarter hour equals twenty days of teaching. One (1) semester hour of college credit equals 30 Professional Development Units (PDUs).
