Dear Neighbors,

Welcome to my web site & thank you for finding out more about my campaign. I hope you will  join our grassroots effort in getting 1000 signatures & 1000 -$5 Donations by January 31st, in order to qualify for City of Portland Public Campaign Financing, to fund my run for City Council Position #2.

For close to 20 years, I have served as the Planning Director in 4 different cities in the Portland/Metro area, participated as a land use leader and activist throughout the region and have served as an effective advocate for citizens.  My experience as a planner has given me a wide understanding of some of the ways in which a city does and doesn’t work for those who live there.

The communities in Portland and throughout our nation are facing daunting challenges in the face of adversity – much of which has been exasperated by the White House Administration over the past 8 years. My friend Metro Commissioner Rex Burkholder shared at a public forum for East County Economic Alliance that the financial costs of our war in Iraq and Afghanistan is bankrupting the Federal Government and he predicted that Federal Road funds will dry up by 2011!!  This crippling of Federal funding support is causing increased desperation in many areas of our community, including: Community Development Block Grants (CDBG) - funds replacing crumbling infrastructure & historic building repair/access; Mental Health and Homeless Shelters; Food Banks & agencies, like Meals On Wheels – due to cuts in Federally supported commodities; and our public school system No $$ for “No Child Left Behind”.  In addition, we face the effects of global warming, a national Recession – due in part to inept financial market regulation, the collapse of our industrial strength & know-how lost in our transition to a service economy, and our public shame in the world community that the United States is now seen universally as war-mongers & selfish consumers-polluters.

Tamara’s Call to Action as PDX City Commissioner, Position #2, Includes:

> Continue Erik Sten's Work on Homelessness & Education: Erik was a proven leader dealing with Homelessness and in promoting the creation of stable homes for educating children. As we face a national crisis where housing foreclosures have increased 40% - I will continue and step-up this vital, timely work.

 

> Create Outreach Centers: Activate interagency & interfaith coordination to create Outreach Centers at strategic transit & interstate accessible locations throughout the City to provide critical support services & food for those on the edge of Homelessness or who have already lost their homes;        

 

> Support Local and National Movement to End U.S. - Funded War: Stop the hemorrhaging of US funds being spent on the ill-fated wars in Iraq & Afghanistan. The White House has given success to the terrorists by bankrupting our country. These empty pockets are hitting home in lost Federal $$ for Transportation, Infrastructure (CBDG), Mental Health & Homelessness, Food Commodities, and Education. Federal Funds to be cut by 2011!!

 

> Prepare For Climate Change & Earthquake Impacts: Assess and develop sound plans for Portland, along with our neighboring communities, in building redundant emergency systems and embracing sustainable design & coordination systems in the face of the effects of Climate Change & Tsunami/ earthquake impacts. 

 

> Housing Affordability:  Work to coordinate existing public and private agencies and neighborhood leaders in developing options for housing affordability.

 

> Ecological Impacts of Development to be Balanced: Reframe the development concepts to view the site in the context of the broader ecological environment. All site activity needs to maintain ecological balance, with a goal of ‘0’ net increase in the generation of carbon. Design within the environment.

 

> Support Local & Small Businesses: Promote creating business coalitions in forming joint insurance coverage(s) that will allow access to affordable health care rates and services for small businesses, their workers and their families. Increase support for small business maintenance & expansion and incentives for start-up industries, including training & education, in the areas of metal work & electronic fabrication, renewable energy, waste re-use & disposal options, and transportation alternatives.

 

> Support Equality & Peace in All Our Actions: Promote active participation in peace and understanding of all nations, starting with the Native Peoples and including all persons - including differing color, sexual orientation, age, physical & psychological ability, and creed/religion.  Promote celebration of our variety in perspective - Celebrate the joy of the creativity around us.

 

> Promote and Protect Local Resources of Food, Water, & Energy: Empower resource protection and enhancement of neighborhood, local & regional food production and shared access to affordable fresh produce & farm goods; Access to safe drinking water & sanitation; and City-wide reduction in electrical/energy consumption and promotion of decentralized and linked alternative energy generation for our region, including reduced dependence on electricity generated by dams and coal fired facilities.

 

> Prioritize Infrastructure Improvements & Link to User Payment Plan: Link user fees to pay for city-wide facilities that need to be repaired/rebuilt, not broad scatter shot tax increases that further depress the economy.

 

> Play By the Rules: Apply adopted rules & procedures or conduct public process to review improvements/ changes to City regulations. Stop senseless procedural dysfunction such as occurred with naming of “Chavez Street” and giving Candidates for this Position, #2, only 21 days to gather 1000 signed forms & 1000 $5 donations just to qualify for “Public” Campaign Financing funds.  The Candidates for the other 3 Council positions had over 3 MONTHS to gather these signatures!

I'm running for City Council because I believe everyone should share in the creativity, bounty and benefits of our community.
