Nevertheless, what is plainly evident can spring from error. At its worst levels, denial and prejudice are created.
     Procedures developed from strong evidence promise a solution that delivers satisfaction. What is (or was) the real purpose? One can argue with the evidence of experience, but not its results. What was extended?
