Americans for Democratic Action was the first advocacy group in the nation to publish an annual "scorecard" of Members of Congress.
ADA rates Senators and Representatives according to the Liberal Quotient (LQ), based on 20 key votes covering domestic, foreign, economic, military, social and environmental legislation. An LQ of 100% represents complete support of liberal positions, while zero is the conservative end of the scale. Moderates generally place in the 40% to 60% range.
