Miscavige, his lawyers, and his Public Relations representatives said that all Guardian Orders were "cancelled", so naturally the cult has to reissue many as OSA NW Orders. Simple, really. Keep the "tech". Just rename it something else to go with the illusion that the criminals (GO staff) were ousted, and the "off-source tech" issues (Guardian Orders) were cancelled. In parallel, rename the GO the "Office of Special Affairs". It's semantics, that's all -- an "acceptable" truth. The later issue date is after Hubbard's death in 1984. This proves that Scientology did not disband the Guardian's Office, despite Scientology's claims to the contrary. In reality, both GO and OSA are the same Scientology entity, internally named Division 20. |

Hubbard here suggests that Government should function only on Usage Fees. While Conservatives in the USA would agree, it lacks what Liberals call "fairness", since everyone would have to pay for the government services received. Lacking in Hubbard's utopian government is any support for the "downstat" or needy, since it violates the Exchange Principle. Thus, Hubbard is left with the conclusion that the Government taxes individuals (getting something for nothing) because it is in the Ethics Condition of "Non-Existence". For each Ethics condition, there is a formula for moving to the next higher condition. To move from Non-Existence, the formula is ???? [need to check the archives]. Of course, the Church of Scientology's contentious relationship with the USA Internal Revenue Service is legendary. According to a NY Times article, the Church of Scientology sponsored up to 2000 simultaneous lawsuits on behalf of Scientologists against the IRS before receiving tax exemption in 1993. |
