-Constitution for Glenview Stratomatic League-

Glenview Strat-O-Matic League consists of 2 division format with 5 teams each. Putz and Moron League.

Face to Face league computer version.

All rules for the computer game are set to Super Advanced, Max Rules.

Any rule changes must be applied and voted on by all owners.

Rules re-written in the constitution no later than a week after the World Series, then with everyone's understanding of the new rules follow Keeper Format.

Once the rules for the season have been finalized and written into the GSL Constitution, the Constitution may not be modified in any way until the
season and all post season play are complete, unless the modification's are accepted unanimously by GSL owners.
  • The date that keepers must be declared will be not less than 1 week after the later of:
  • A. The rules for the season have been finalized and written into the GSL Constitution
  • All owners who ordered the Strat cards and/or PC game have received them

Keeper Format:

  • 10 Keepers with 2 options of additional players costing Low Draft Picks ( 4th and 6th rd picks for 2 additional keepers) .

  • Keepers and Stadium decisions are decided One Week after World Series is complete...

  • Keepers are decided after either 1 of 2 things.

  • 1. We are all in agreement that all owners that order the cards/Game get one week after receiving them to finalize keepers.

  • 2. One Week after the World Series, which ever applies first.

  • Penalty of failure to have keeper list submitted results in draft picks loss for each day starting with the 9th rd. Pick. You make up the picks after the draft.

Playoff Format:

  •  6 Teams make playoffs with Wildcards
    1. Both First Place winners have bye's. After season is over, Division winner receives a week of days rest.
    2. 2nd Place Plays 3rd play teams in same division for first round. Winner then plays First Place winners. Wild-Card teams receive 3 days rest after season.

  • Injuries during the regular season carry over.
     

  • Wildcard games Best-of-Five, other rounds Best-of-Seven.

  • Format 2-2-1-1-1 is being used with the best team having the first 2 games at home.

  • After each 2 game home series, each team receives a day off.

  • After each series, winner receives 3 days off rest and injuries carry over after each series up to the World Series.

  • 37 Man Roster for each series, 25 on the major league roster with no changes during the series. Each Series, a team may make changes to it's 25 man Roster off of it's 40 man team roster that it submits before playoffs begin.

Tie-Breakers for event of a possible dead-lock in either Division winners or Wild Card:

  • Division record vs. Each other determines the winner.

  • If Division record vs. each other is a Tie, then a one-game playoff between the 2 will be decided. Coin flip to determine home-field during One game playoff
 

Player Usage -Regular Season:

  • Hitters: with Plate Appearances of 100 or less cannot be used in a season but can be drafted as a prospect.

100-199 PA’s no additional usage

200-600 PA’s plus additional 15% At Bats

600 PA's and over have Unlimited At bats.

(PA) = Plate Appearances meaning At bats plus walks.

Starting Pitchers with an * =unlimited usage, meaning they can start every 3 days barring an injury. * Rated Starting Pitchers have a bonus of 20% additional usage.

 All other Starting Pitchers without * receive a bonus of 10%.

  • Pitchers with 24 innings or less cannot be used in a season but can be drafted as a prospect.

Relievers:

Any pitcher with 25 innings or less will not receive any extra usage % .

26 innings and up receive an additional 10 % usage.

Example: (if a pitcher has 26 innings, 10 % amounts to 2.6 which will round up to 3 extra innings).

** No player can exceed 162 games played as well as innings combined when traded from one team to the next.

Example: (meaning if a player is traded and has played 70 games already, he may only play 92 more games or if a pitcher/hitter has a certain amount of at-bat/innings pitched of 20 inns or 150 at bats, you must take into account of the difference left remaining for that player).

Player Usage - Playoffs (ONLY):

These are Per Series...
 
  • Hitters:
    ineligible - 0 - 100
    101-600 - 10% usage
  • Iron Men - Unlimited


    Pitchers:
    ineligible - 0-25
  • All Pitchers:
    26-250 - 10% usage
    Starters: * Pitchers can go on 3 days rest while other starters have regular 4 day off requirement. -- Maximum innings for a * Starting Pitcher per series is 25 Innings.

 * Pitchers can be used anytime during the playoffs, * Exception to the rule * rated pitchers now have 1 inning relief usage.

  • DH Rule:  All Owners during inaugural meetings are in agreement on "NO" DH in the GSL.
  • Season Team Roster will be a 37 Man roster: 2 exceptions to the rule.

-----Active dropping and picking up of players via- Free Agency is permitted with the exception. Once you drop a player from your roster not only is this player not available to re-picked up but the player picked up for replacement is also a non-Keeper.-----                                                                                                                                           

-----25 man active roster with all other 12 player’s eligible/Minors.

-----Each team must keep 2 catchers eligible during each series. If in case of injury during the game, any player can be substituted.

-----Each Series a Team must carry at least 4 Starting Pitchers and a Minimum of 9 Pitchers per series

***Only September games allow complete roster expansion for games only...

** After the Season, 37 man roster is expandable until Keepers are due.

  • Games for GSL:

10-team 2-division format with 162 games scheduled with a Rivalry format that includes 23 vs. division rival while playing 14 vs. outside division team.

  • Rest & Usage:

 Each team receives 1 day off after playing 2 series.

  • Speed up Rule

By June 15th - everyone's April and May games need to be played (47 games are played by each team in those two months). Any games not yet played at that point will be computer played. Also, Between June 1st and June 15th, if Manager A shows up and needs to play games in April or May against Manager B, who isn't there, and Manager B has not played 47 games total (against anybody in any month) and less games played than Manager A - Manager A can play games against Manager B's computer managed team. By doing things this way, we'd be assuring that anyone playing games against someone else's team when they're not there would be doing so against someone who wasn't showing up as much or enough. ** Exceptions can be granted via a Vote from ALL owners with Majority passing **

The deadlines would be as follows:

June 15th - All April and May games (47 total)
Games to be played vs. Computer Manager (HAL) or HAL vs. HAL.

Sep 15th - All June & July games need to be played (114 total)
Games to be played vs. computer Manager (HAL) or HAL vs. HAL.

October 31st - All games need to be finished (48 remaining)
Games to be played vs. Computer Manager (HAL) or HAL vs. HAL.

 

  • Injury System

Injuries are on for the exception of Super Advanced Rules that have an effect of injuring a pitcher when the dice roll of 6-12 happens, this rule has been deactivated by the league.

Maximum injury is 15 games. When an injury happens during a series the manager/owner has the option to bring up a player to replace the injured.

  • Ballparks:

All teams associated with GSL are required to use a STANDARD ballpark feature, meaning that you must pick 1 of the stadiums Strat-O-Matic provides. All weather effects will not be used, meaning all parks have set number for singles and homeruns. * At the end of each season, each Team/Owner has the option to keep or release their stadium and choose another stadium in the order of their actual draft pick in the upcoming draft *. A separate Draft before the actual Player draft takes place in which each owner Picks their stadium or if decided to keep last year's stadium in draft order of player draft.**

  • Lottery:

The 4 worst teams at the end of the season will be put into a lottery so that teams/Owners will not purposely lose games to gain a better draft choice.

Worst team receives 9 Balls, Second Worst Team receives 6 Balls, Third Worst Team receives 3 Balls and the Fourth worst team receives 2 Balls.

  • Draft Order Tie Breakers- If a team's are tied at the end of the year, the tie-breaker will be the Head to Head results against each other and the team with the worse         record vs. each other wins the Tie Breaker. If that Tie breaker doesn't break it, Least Runs scored is the next column to determine draft order.

 

bulletExpansion:

All owners are in agreement that if and when we do expand that the following rules apply to Expansion Draft.

Each team protects 3 players each. Each expansion team selects a player from the rosters that the 10 teams didn’t protect. Once a player is taken from one of the teams, that particular team can then protect 3 more players. A 3 to 1 to 3 ratio, each team can lose 2 players until expansion team's reaches 10 players.

When the expansion draft has finished, each team's will then be placed into the middle of the pack for drafting of the following year.

 

  • Trades:

The commissioner of the league has the right to "VETO" any trades that may seem either misleading or "ridiculous". All trades are subject to be evaluated between 24 to 72 hours after announcement. Any owner/Member of the league has the right to voice his/her opinion about any such trade, which will then be brought to the commissioner’s attention. One or Two things could happen:

  1. The Commissioner reviews the proposal, then makes a judgment call.
  2. If parties are not happy with the ruling of the commissioner there may be a vote among all owners of the league with the Commissioner having the final vote which counts for 2 points.

Trading deadline is 114 games into the season, once a team has played it's 115 game they are ineligible to trade until the following season.

Trading a Keeper pick in the upcoming draft eliminates that spot and if you keep 12 players, you will substitute a higher pick for the traded keeper pick. = Example: You trade your 4th Rd. Pick in 2006, if you plan on keeping 11 or 12 players, you give up a 3rd Rd. Pick or a 5th Rd. Pick for trading the 6th Rd. Pick.

You can't pick any players up or drop any after 132 games as well.

After the season is over, you may make trades until due day of Keeper List.

  • Finally, when the Commissioner of the league makes a trade and owners feel it’s not acceptable there has been a co-Commissioner appointed to oversee the proposal.
