GOLDEN ROSE SPEAKS
    Finally, on May 12, 1965, there arrived at Fatima the "special mission" which Pope Paul VI had announced to the Bishops of the world six months before, as an extension of his renewal of Pope Pius XII's consecration of the world to the Immaculate Heart of Mary.  The head of the mission was a Cardinal of the Roman Curia and he came in the name of the Pope, as a Papal Legate, carrying the Golden Rose which had been blessed with great solemnity by Pope Paul VI in St. Peter's Square on Laetate Sunday.
    Engraved on the Golden Rose were these words:
        "POPE PAUL VI DEDICATES THIS GOLDEN ROSE TO FATIMA, May 13, 1965,
        IMPLORING THE PROTECTION OF THE MOTHER OF GOD UPON THE ENTIRE
        CHURCH."
    In the presence of the entire Hierarchy of Portugal, the Most Reverend Bishop of Fatima welcomed the Mission from the Pope not merely as an honor to the sanctuary of Fatima, but as recalling the Consecration of the entire world to the Immaculate Heart.  "It is a reason," His Excellency said, "of great rejoicing."

The following is taken from the book, "The Wonder of Guadalupe" by Francis Johnson, 1981 edition.

    Pope Paul VI bestowed a singular honor on the Shrine of Our Lady of Guadalupe in Mexico City, Mexico, by presenting it with a Golden Rose on March 25, 1966, a privilege subsequently accorded only to Lourdes, France and Fatima, Portugal.
