I'm pretty sure this is the matching background but it's hard to be sure because you can't see much of the background in the shot. This is a pretty big cel, although for this particular frame it's just focused on Presea. Later in the sequence, Clef appears behind her and it pans left to show him. It struck me as kind of interesting that this cel would be labeled the B layer when there is no A layer on screen at this moment, at least not that you can see. My guess is that the A layer (Clef) wasn't used until later but they kept this a B layer to be consistent.
