This is a bit of a strange case, because this cel doesn't actually appear on screen in the show. I haven't seen any discussion of this in the various cel FAQs, but I guess I would call it an outtake. It's labeled as an end cel, but when you watch the sequence on film, it ends before it gets to where this cel would be. I suppose it's possible that this is a fake or a reproduction, but if that was the case it seems like whoever made it would try to imitate what was on the screen (he's in the process of lowering his hands, but on the last cel on screen, you can still see both hands). It seems reasonable to me that after all of the cels are painted, the director might decide to change something, either when they're filming the sequence or afterwards when they're editing it, mixing in the sound, etc. I haven't heard any animation production experts confirm or deny this theory, so until I do, that's what I'm going to assume happened with this cel. By the way, if you want to know where it should appear, it's episode 1, the first time he and Gally fight Grewcica.
