IrcSounds is a small utility program used for managing large collections of sound files.  It allows you to create categories that each sound file can be assigned to.  The program gets its name from the fact that it's especially designed for use in IRC chat programs where sound files are often used.  Once you select a sound file with IrcSounds, you can then paste the filename, along with any required sound-playback command, directly in the chat program command line.  You can also preview any sound file within IrcSounds.
