Up to Lyle's Response
I would prefer anyone who needs the threat of a fine to make them vote to be alowed not to. What value could this person`s vote possibly have? How much thought could this person have put into their decision? Let those who appreciate their power use it.
On a lighter note, why would anyone vote for this. The only thing it would accomplish is the watering down of their own vote in future elections.
