There are other ways to ensure that the public vote. In Australia voting in both State and Federal elections is mandatory (i.e. you are fined AUS$50 if you don't).

Rather than this being seen as a "big brother" scenario it actually encourages a culture of cooperation .. that is, people vote not because it is illegal not to, but because it is now so entrenched in the publics mind that voting is beneficial.
