Medical Services - Operational Plan & Guidelines
PURPOSE: This goal of the EPR Medical Service is to provide BASIC FIRST AID for minor injuries, summons EMERGENCY AMBULANCE SERVICE for more serious injuries and to provide BASIC LIFE SUPPORT until the arrival of the ambulance.
STAFFING: Staffing will be provided by the Chief Medical Officer and from a pool of Volunteers. Each volunteer should be trained to at least the level of "First Responder" or Basic First Aid or the equivalent.
Each Volunteer will be asked to display a "medical flag" at the front of their lodge and to provide service to anyone who approaches them and to respond anywhere within the Primitive Camp as needed.
EQUIPMENT Each Med/Vol should be supplied with the following equipment: first aid bag with supplies, CPR mask w/ one way valve, medical action cards and pen, direction cards for nearest medical facility, first aid flag for front of lodge
Call Reports -- please complete a Call Report for every patient you see including a brief description of problem, action taken etc. This is VERY IMPORTANT. ALL call reports should be turned in to the CMO
Each Medical Volunteer is asked to keep their medical bag with them at all times. You may be asked to respond at any time.
OPERATIONS:
The need for Medical Service may come in a variety of ways. Medical Volunteers may be approached directly, may be approached by a Dog Soldier or other Staff member or may be summonsed by radio. Regardless of how a response is initiated the following steps should be taken:
1. Establish a "Medical Emergency" on Radio Simply say over the radio "We have a Medical Emergency." Once established ONLY Medical related radio traffic will be permitted.
2. Insure that CMO or designee, Captain of Watch and Chief Dog Solider are notified.
3. Proceed to location of emergency and conduct situation assessment. Follow Medical Protocol. Two way radios are to be used to expedite service. They ARE NOT for personal convenience or needless chatter.
The number of radios available for Medical Service are limited. They will be assigned to individuals based on responsibility, location or other areas of need.
Medical Service - PROTOCOL
A. Basic First Aid To include treatment of minor injuries such as; sprains, strains, scratched and minor burns or cuts. (If it can't be treated with a band-aid or other minor treatment go to STEP B)
B. Basic First Aid - with Referral to Medical Facility To include treatment of open wounds, minor fractures, sickness etc. and referral to Medical Facility. (provide directions to facility and insure patient has someone to accompany them, don't let them go alone.) The Staff will arrange transportation if needed.
C. Basic First Aid - Summons Emergency Rescue Squad Assess patient, Call for Emergency Rescue Squad Response
Notify Chief Medical Officer or designee. The actual Call for response will be made by either the CMO or Lieutenant or Chief Dog Solider
Provide Basic Life Support - maintain ABC; airway, breathing and circulation until Trauma Team arrives. Assist Rescue Team as needed.
IF AT ANYTIME YOU ARE IN DOUBT AS TO THE PROPER LEVEL OF TREATMENT IMMEDIATELY PROCEED TO LEVEL C.
The Chief Medical Officer (CMO) or designated Lieutenant will be available by radio AT ALL TIMES. If you have a question or need assistance do not hesitate to call.
NOTE: Please remember we are providing first aid level service only. The Primary provider for ALL other services will be the Emergency Rescue Squad. By following these guidelines we can maintain a safe, cared for environment for our follow Buckskinners and sustain a minimal burden of liability for the Rendezvous and ourselves.
NOTE: Once the medical emergency is over, the Captain of the Watch Shall be notified to clear the Emergency. Normal Radio traffic may then resume.
PUBLIC AND SCHOOL VISITATION DAYS On each of the public days and the school visitation day The Emergency Rescue Squad will be ON SITE for response. ANY REQUEST for medical attention for a member of the general public should be addressed to the Emergency Rescue Squad for action. They will have a radio on OUR frequency and be notified in that manner. |
