If nothing happens when you click on any of the buttons on any Nifty Text page (or any page on the web using JavaScript), you are experiencing the WebTV JavaScript bug. To make the buttons work, you must reload (cmd + r) the page until the title appears in the status bar, as the picture below shows:

Yes, you can use Nifty Text wherever you can use html. You can use Nifty Text on a webpage, in an email, or in a newsgroup post.
Warning: Although, you can add Nifty Text as well as images, music, etc. to your newsgroup posts, I would advise against doing so, especially if you are posting in a non WebTV-only group. Not all computer users have the software to render the html correctly. Even ones who do (have html-capable newsreaders), most likely will not appreciate html in posts.
