After you prepare the manuscript to the proper, standard format, slip it into an appropriately sized envelope and mail with the pages unbound. Never do more than slip a single rubber band around a whole manuscript, if that. When mailing a "partial" (sysnopsis and first few chapters) use no binding at all.
