The following is a list
of 155 projects involving state permits that will affect significant archaeological
resources. It includes only projects that exclusively fall under the jurisdiction
of state permitted projects (to our knowledge no applicable federal permits
are involved) and only projects that affect sites which appear to be eligible
to the National Register of Historic Places. Projects involving affected sites
listed in the Pennsylvania Archaeological Site Survey files that were not eligible
or projects that had a high probability of affecting significant sites are
not considered under Act 70 and are not included on this list. In this month
(2/12-3/12) we have reviewed 76 initial permit requests, and since February
1996 we have reviewed 3,453 initial permit requests.
A total of 283 sites (1 to 29 per project) have been identified that
will be affected by these projects.
Bedford County: Brajo Retirement Community
Project Description: 150 home sites and a personal care facility on 125 acres.
Significant Sites: 36Bd46 is a large site situated on a floodplain of Dunning Creek It has the possibility of having features and being stratified, but no testing has been done at this location. This area is a cultural crossroad and there are villages nearby from both Clemson's Island and Monongahela Cultures. Any new information in this area that helps characterize this cultural interface will be significant.

Butler/Lawrence County: Elliot Quarry
Project Description: This was originally a COE permit to quarry 142 acres, a Phase I was performed resulting in the identification of 29 sites. The plan has now been restructured to withdraw the COE permit and avoid doing archaeology. COE has responded to us indicating that they do not have jurisdiction over the wetlands in a non 404 case. The applicant will be mining the property for the next 10 years, we may try to work out a deal involving the CAP program and a university field school.
Significant Sites: 29 sites in Butler and Lawrence Counties will be impacted upon. The Phase I indicates that there are intact features, possible glacial kame burials and late archaic features.

Project Description: This project was started in the 80's. It is a sand and gravel mine that is expanding to include a previously protected archaeological site, 36Cd64.
Significant Sites: 36Cd64 is a 4-acre multicomponent site with Transitional, Early Woodland and Late Woodland periods. Artifacts found here were triangles, Susquehanna broadspears, Fishtail points, Shenks Ferry and Owasco pottery.

Significant Sites: 36Nm41 is described as an open Middle to Late Archaic site. 36Nm170 is described as a Late Archaic and Historic site. Artifacts include a Milford/Eshback projectile point with associated debitage, and undiagnostic historics. 36Nm179 and 186 are associated with a 19th century mill complex, including the mill race, sluice gates, and mill house.

Significant Sites : 36Ch160 contains diagnostic Late Archaic artifacts and considerable potential for preserved features beneath the plow zone. The Late Archaic determination is based on the presence of Poplar and Bare Island projectile points and ground stone tools. The site's location, on a flat overlooking a small stream, along with the ground stone tools suggests a high potential for features.

Significant Sites: 36Ch200 is a single component, Late Archaic site. It is located on a low terrace adjacent to Crum Creek. This site has the potential to be stratified. Although Chester County has a high density of sites, very few of these are dated sites and fewer have been tested. This will add significant data to our understanding of changing adaptations in the Piedmont Zone.

As of 2/11/99, the applicant has not returned any of our phone calls, requesting an extension. However, we feel the sites will probably not be affected by the proposed activity.

36Lu209 recorded during 3/24/97 site visit. It is a 19th century house foundation with associated outbuildings.
36Lu67 was also included for the second submission of the project. This site has a similar assemblage to Lu68. The components range from Archaic through Transitional and Woodland. FCR scatter was also reported. Artifact types include Lamoka, Normanskill, Brewerton, Meadowood, Levanna, Perkiomen, Susquehanna Broadspear and celts. The tools are made from a wide variety of materials.
