REFUGEES IN IMMEDIATE DANGER URGENT ACTION is needed please call your Senator and Congressional Representative
now. Ask your elected official to call the White House. Due to the extremely urgent nature
of this matter and dire circumstances facing any Montagnard asylum seeker returned to Vietnam there is
no time for letters or email. Instead spend the time on the phone. I have taken the liberty of
preparing a few suggested talking points for our use. I encourage you to keep the message brief and to
the point. There are lots of issues facing our Montagnard allies but please don't mix them up with other
requests. We need to focus on this immediate crisis. Simply, firmly and professionally make
your point. We learned recently that The United Naitons High Commission on Refugees (UNHCR) is
about to force 108 Montagnards seeking asylum in Cambodia to go back to Vietnam. One group of 72
is to be forced back in the immediate future and 36 others in two or three weeks. To our knowledge,
none of these refugees are prepared to return voluntarily to Vietnam. Other Montagnards who were forced back
to Vietnam have been given prison sentences of 12 to 15 years for illegally crossing the border. The
immediate priority is to get the U.S. to take the lead at the level of the White House to prevent Montagnard repatriations until
international monitoring is permitted and in place. At the same time the President was receiving Vietnamese
Prime Minister Pham Van Khai, the Vietnamese security apparatus was preparing to receive the Montagnards forced returnees.
The President must take advantage of the improved relationship with Vietnam to make the point that while the
U.S. welcomes Vietnam to the community of nations, the President will not turn his back on his concerns for the
human rights of others. We believe that absent effective international monitoring, any Montagnard returned
to Vietnam will be in extreme risk of punitive harm from Vietnamese authorities. Because the UNHCR screening
process has serious deficiencies, a number of those screened out are most likely refugees. The office
of the United Nations High Commissioner for Refugees in Cambodia has not granted refugee status to over 100 Montagnards
who have fled to Cambodia for fear of the well-documented repression carried by the Vietnamese Government towards
the Montagnard people after the 2001 and 2004 demonstrations. These URL?s will get you

communists during the Vietnam War strongly support the contention that a close link existed between the Hanoi regime and the
Vietnam Veterans Against the War (VVAW) while John Kerry served as the group's leading national spokesman.

the two Vietnamese communist documents referenced above in the archives of the Vietnam Center at Texas Tech University, in
the Douglas Pike Collection. Douglas Pike was a leading authority on the Vietnam War who collected over 2 million pages of
original documents now archived at the Vietnam Center. James Reckner, Ph.D., Director of the Vietnam Center at Texas Tech,

Amnesty International: Insurgents are guilty
The Amnesty International report — "In Cold Blood: Abuses by Armed Groups" — said (terrorist)
insurgents were guilty of direct attacks intended to cause the greatest possible loss of civilian life, indiscriminate attacks
resulting in the deaths of civilians, targeting humanitarian organizations, abductions and killing captured and defenseless
police and military personnel.
"There is no honor nor heroism in blowing up people going to pray or murdering a terrified hostage.
Those carrying out such acts are criminals, nothing less, whose actions undermine any claim they may have to be pursuing a
legitimate cause," Amnesty said.
