Lawrence Walsh was the independent counsel responsible for investigating abuse of presidential power in the Iran/Contra scandal, where the Reagan administration sold thousands of TOW missiles and hundreds of HAWK missiles to Iran in order to fund the Contras. Funding of the Contras had been explicitly prohibited by Congress.
The Reagan administration's terror war against Nicaragua succeeded in essentially destroying the entire country. The international crimes committed by the Reagan administration are partially documented in the Judgment of 27 June 1986 of the International Court of Justice in the Case Concerning the Military and Paramilitary Activities in and Against Nicaragua (Nicaragua v. United States of America).
Walsh's investigation did not lead to impeachment.
