Congress doubts over 'Plan Colombia' (BBC News, 16 May 2001)(New York, January 23, 2004) -- The United States has squandered its leverage in Colombia by signing a flawed human rights certification, Human Rights Watch said today. U.S. Secretary of State Colin Powell's decision to certify Colombia's compliance with human rights conditions releases $34 million in aid to the Colombian Armed Forces, even though U.S. officials agree that the country's military continues to work with illegal paramilitary groups.

In addition to Colombia's already planned $330 million for 2000-2001, Colombia was awarded an aid package totaling $860.3 million for "Plan Colombia". The majority of this was for the military and the police.
