Albert Steve Ragsdale was born in Oldham, Oldham Co., KY. on
August 5, 1823. In 1850 (at age 25) he was living with his wife
Nancy and family in Trimble County, Kentucky. But by 1853 they
were in Indiana. Albert was a farmer. He was operating his farm
about four miles from the Post Office called "Shoals"
in Martin County Indiana at least by 1858. He continued to live
and farm in that area (with the exception of his time in the service)
til the time of his death. By 1862 Albert was widowed with living
children. Those children lived with Albert's "sister-in-law"
(Hannah Neel, wife of Noble Neel) on the farm adjoining Albert's
during his time in the Army. Albert enlisted 14 August 1862 as
a Private in Company A, 17th Indiana Volunteer Infantry. This
outfit became a "mounted Infantry" which was the term
used for a regiment of soldiers which fought on foot but moved
between battles by horseback. Prisoner of war records show that
he was captured then paroled on 17th Sep 1862 at Mumsfordville,
Kentucky. "Picket duty" in Tennessee is mentioned. In
1864 he and his company were enroute by boat from near Nashville,
Tennessee to near Indianapolis, Indiana preparing for a 30 day
leave. Unknown to them at the time, it was later determined that
this boat had previously been performing "pest carrier"
duty. A "Pest Carrier" was a troop carrier utilized
to carry diseased soldiers from the front to hospitals at the
rear. Albert and a dozen or so of his fellows later came down
with smallpox while on leave, supposedly contracted while on the
boat. Albert came down with the sickness while in the home of
his half sister, Roselia Lanham, at Washington, Davies County,
Indiana. He had gone there (February 1964) in order to visit one
of his children staying there. This smallpox episode came to effect
his eyesight. They were later claimed by him and many witnesses
to have been thereafter very red, weak, watery, and "diseased".
This severe eye condition became the reason for government disability
pension requests starting in 1885. He eventually was approved
for a pension for "one-half disability" ($4 per month).
Upon subsequent applications for increases spaced over the years
his pension was gradually increased to $6, $8, and eventually
$12 monthly. Upon his death his widow (the 3rd wife, Sarah) applied
for and received his pension in her old age. Many witnesses quoted
in these pension application papers refer to Albert as a very
truthful, religious, and honorable man. Mentioned by various military
witnesses were his complaints during the later part of his service
about his eyes. It was mentioned that he often read his "testament"
in his tent and had difficulty seeing the print. Also mentioned
was his often being excused from night picket duty because of
the danger associated with his poor eyesight. The 1885 government
pension examiner, Mr. Whitman, expressed at the end of his 155
page statement that: "Client (Albert) enjoys the reputation
of being the most conscientious and truthful man in his County".
