was born in the area of Elm Grove (within Union Township), near Azen, Scotland County, Missouri on January 24, 1889. Cecil spent his childhood on his father's farm there.

For a time, as a young man, he worked as a farmhand in Oregon. Later he acquired his own farm back in Missouri (in Scotland County).

On December 25, 1910 in Scotland County, Missouri he married Allie Blanche HOWARD. Allie Blanche HOWARD was born in Scotland County, Missouri on September 16, 1890.

In 1938 he and wife, Allie, moved to Oroville California where they spent the next 15 years, eventually moving on to the nearby town of Biggs.

Cecil died on August 25, 1958 as the result of an auto accident in Biggs, California. He was buried at Oaklawn Cemetery in Corvallis, Benton County, Oregon.

Allie died on September 1, 1992 at 101 years of age in Corvallis, Benton County, Oregon and was buried at Oaklawn Cemetery in Corvallis.
