Personalized Plates

I finally saw a plate today that made me smile. This is probably old stuff to most of you but I never get it. As you probably know California makes 4 symbols available in addition to the regular numbers & letters. The heart, star, hand and plus sign. Well this guy, I assume it was a guy, had his plate made with an [I space PH heart symbol ED]
