Enhanced Home Repair Program

What Types of Housing Repair Programs Does the County of Riverside Offer?
The County offers two programs for seniors and disabled persons, and a home rehabilitation program for low-income households.

Eligible Areas
Assistance under all three programs is available for homes located in any unincorporated area in Riverside County, or within one of the following cooperating cities:

Banning Lake Elsinore
Beaumont La Quinta
Blythe Murrieta
Calimesa Norco
Palm Desert Cathedral City
Perris Canyon Lake
San Jacinto Desert Hot Springs
Indio Temecula

The following cities are not eligible for the program and assistance cannot be provided:

Coachella Moreno Valley
Corona Palm Springs
Hemet Rancho Mirage
Indian Wells Riverside

Senior Home Repair
What is Senior Home Repair?
There are two repair programs specially designed for seniors and disabled persons:

Enhanced senior home repair provides one-time-only grants for repairs to homes, including mobile homes, owned and occupied by very-low income senior citizens and/or disabled persons of any age.

Minor senior home repair provides handyman services for minor home repairs to senior and disabled homeowners. Eligible households may receive two visits per year.

An eligible participant must:
Be a senior citizen (age 62 or older) or a disabled person of any age; own and occupy the home which needs repair; and qualify as very-low income, as shown in the income limits table.

What repairs are eligible?
Enhanced senior home repair addresses health and safety concerns such as repairs to plumbing, electrical, heating, cooling, and ventilation systems, roof repairs, and accessibility improvements (doors, windows, wheelchair ramps, railings, grab bars). Major repairs and replacement of appliances are not eligible under this program.

Minor senior home repair is limited to those repairs which can be completely fixed by a handyman. Typical repairs include fixing or replacing leaky faucets, leaking toilets, broken screens, faulty locks, slow or clogged drains, or defective shower heads.

How do I apply for senior home repair?
To apply for assistance through the Senior Home Repair Program, please call the Office on Aging at 1-800-510-2020. They will take your application by telephone. You may also call this number if you have any questions or need more information.

Home Rehabilitation Program
The Home Rehabilitation Program provides one-time grants to qualified low-income homeowners to repair or improve their homes. The grant allows homeowners to enhance the exterior appearance of their home and to make exterior and interior repairs.

Eligible participants must:
Own and occupy the residence to be rehabilitated; and qualify as low-income based on the income limits table.

What are the requirements of the homeowner?
The homeowner is required to enter into a property maintenance agreement, which specifies that the homeowner will maintain the property in good condition. The minimum term of the agreement is ten years, and the maximum term of the agreement is 45 years. The length of the agreement is determined by a number of factors, which will be determined and explained as part of the application process.

Who does the work?
The County of Riverside prepares a work write-up outlining the work to be completed, and obtains a minimum of three bids from licensed, qualified contractors. The contractor with the lowest bid will be selected to perform the work. All contractors must meet minimum County qualifications regarding licensing, experience, insurance, and competence.

What types of repairs are eligible?
Exterior painting; landscape improvements; repair of code violations and substandard conditions; roof repair; plumbing repair; electrical work; repairs to heating, cooling, and ventilation systems; sewer hook-up; septic work; and access modifications are eligible.
