FutureShock was originally submitted to then-editor Michael Eury back in 1992 (I think), and was designed to work in the pre-Zero Hour Legion continuity.  An earlier version of this same proposal had been submitted to Neal Pozner and rejected due to being too closely tied to extant continuity (and thus not bringing enough new into the mix).  Looking back at it today, I feel the proposal would work better as the equivalent of an annual or one-shot issue, rather than as a mini-series.  With minor changes, however, it could still work in the current Legion continuity.  Small updates to the proposal were made in 1998 and 2000.

PROPOSAL

A four-issue limited series involving Barry Allen (the Flash) and his brief new life in the 30th century, teaming with Kristin Wells (“Superwoman”) and a hologram watchdog (Ace), in order to prevent a religious cult from stopping Earth’s upcoming Presidential election.

CONNECTIONS TO CURRENT CONTINUITY

Barry Allen moved to the 30th Century and spent several months there prior to dying in Crisis on Infinite Earths.  Superwoman has been unused since DC Comics Presents folded.  Ace is unspecifically linked to the Batman mythos.  Some other characters and situations involve established Legion continuity.

PLOT SYNOPSIS

World War VI, a religious war, has ended, and Earth is trying to rebuild its economy.  To earn a living, Barry Allen has taken a job as an archaeological assistant at Metropolis University, exploiting his knowledge of 20th Century Earth; most records have been lost over the intervening millennium, so he is a valuable source.  His boss is Kristin Wells, a woman in love with the Heroic Age of the 20th Century.  Her hobby is collecting gadgets which recreate meta-human powers. Their current task: rediscover the legendary Batcave.

A presidential candidate interrupts them to further her career.  A religious fanatic from the Black Dragon cult, intending to restart the War, assassinates her, and causes a cave-in, trapping Barry and Kristin.  The cave-in activates the Batcave’s 21st Century “watchdog,” a slightly damaged talking AI hologram attack dog named Ace.  It attacks Barry and Kristin, but eventually adopts them when it mistakenly identifies Kristin (in her costume) as Superman.

The cultist proceeds to kill the other candidates, until only one remains.  He turns out to also be a member of the Black Dragon cult, but evades Barry and Kristin’s attempts to bring him in.  The true assassin arrives, and attacks the remaining candidate, referring to him as Sensei (teacher).  Sensei proves that the teacher remains better than the student, and convinces the assassin to give up his quest to continue the War.  The cultist peacefully allows the Science Police to arrest him.

Sensei is elected President, but resigns days later after starting a computer-aided election process (seen in the Legion) which results in the election of a President Nikolai Klordny, who promises to promote a galactic governing body called the United Planets, and to restore Earth to prominence in galactic affairs.  Barry and Kristin, in turn, plan to continue to act as super-heroes when their skills are needed.
