National Action Plan on Good Governance and Secure Tenure

This action plan provides a set of strategies, activities, and bankable projects towards improving the governance of the urban sector and the development of capacities of national government agencies, local government units and the citizenry, civil society, and people’s organizations. It is prepared for the following purposes:

1. To define and adopt an agreed on unifying goals and outcomes of and guiding principles on good urban governance and secure tenure upon which a national urban development framework, the enabling urban governance institutional infrastructure, and urban development as well as secure tenure programs will be anchored.
2. To identify and develop a set of synchronized and implementable strategies and actions by stakeholders that will realize the defined outcomes.
3. To formulate the appropriate institutional framework for the efficient and effective management of action plan implementation and performance.
