Overview

Ang Bahanggunihanan was coined by combining five Filipino words, "bahaginan" (sharing), "sanggunian" (consultation), "bayanihan" (cooperation), "pamamahala" (governance), and "tahanan" (home). Put together, the resulting term essentially captures the objectives, processes, and desired outcomes of the campaign for good urban governance and secure tenure in the Philippines.

Ang Bahanggunihanan is a product of a series of consultations done separately on the two campaigns. City mayors led the debate on the norms of good urban governance, which then became the basis of their city action plans. People’s organizations and non-government organizations, on the other hand, defined the directions and elements of the secure tenure campaign. The national government agencies, private sectors, and other development partners supported the search for a common ground for the two campaigns thus, leading to the birth of the Ang Bahanggunihanan national action agenda.
