Agenda 1: Empowered Peoples' Organizations and Barangay Governance
People empowerment is at the heart of the campaigns for good urban governance and secure tenure and it is at the core of its implementation. Grassroots organizations, non-government organizations and barangay governance must be strengthened towards ensuring their full participation in national and local activities to promote a culture of good civic engagement.
