People empowerment is at the heart of the campaigns for good urban governance and secure tenure and it is at the core of its implementation. Agenda 2:   ACCESS TO QUALITY AND AFFORDABLE HOUSING AND BASIC SERVICES

Agenda 3:   RATIONAL USE OF LAND RESOURCES

This agenda seeks to provide a policy framework for the rational and just allocation, utilization, management and development of land resources consistent with the principles of sustainable development. Agenda 4:   EFFECTIVE URBAN DEVELOPMENT AND MANAGEMENT

This agenda addresses the need to logically plan a pro-active urban development and management strategy to cope with the demands of urbanization. Agenda 5:   STRENGTHENED AND INSTITUTIONALIZED PHILIPPINE URBAN FORUM

This agenda seeks to sustain the interaction and dialogue among the various stakeholders of the twin campaigns for good urban governance and secure tenure. Within the sustainable urbanization framework, there is a need to strengthen and institutionalize the PUF as a mechanism to engage government, business and civil society. Moreover, a comprehensive package of media activities shall be undertaken to increase the level of awareness, interest, acceptance and support for activities within the national agenda.
