"NEW" COMMAND MISSING
FROM DESKTOP / WINDOWS EXPLORER
One of the early addon components to Windows 98 was the
Desktop Update Component. This is described in this

How to Add or Remove Windows Desktop Update
Adding the Desktop Update gave you these benefits:
- ihe Active Desktop.
- a single, customizable Explorer with Web View.
- a Web-integrated Start menu and taskbar.
- click (rather than double-click) items to open them;
point at items to select them.
After you installed Internet Explorer with the Desktop
Update component, you might find the New command missing
from the File menu of Windows Explorer, and also missing
from the context menu brought up by right clicking the
Desktop. This is described here:

New Command Missing in Windows Explorer
As detailed above, it can occur because a certain
registry key becomes damaged or has an incorrect value.
Click on Start, then Run, then type REGEDIT and hit the
Enter key. Now drill down to this registry key:
HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers\New\
(Default)

The correct Value for (Default) is:
{D969A300-E7FF-11d0-A93B-00A0C90F2719}
This registry entry only exists if the Windows Desktop
Update component is installed. If the Windows Desktop
Update component is not installed, add the registry entry
and (Default) value.
