DRAFT MEETING MINUTES

1. Motion by Burns, second by Davis, to remove agenda items 4, 5 and 6 from the agenda for discussion at a later meeting. Adopted unanimously.
2. Motion by Burns, second by Ponce, to approve the minutes of the January 20 meeting. Motion by Hathaway, second by Davis, to amend agenda item 8 to replace the phrase "it was agreed" to "It was suggested." Adopted unanimously.
3. Kevin Keller from the office of councilperson Cindy Miscikowski reported that the city planning department will hold an initial hearing on the proposed Lincoln Center project on March 1.
4. Sheila Bernard, of the Lincoln Place Tenants Association, requested that LUPC initiate communication with the owners of Lincoln Place, determine what the owners intentions for the property are, and attempt to bring the owners into a dialogue with the community over the future of Lincoln Place. Motion by Burns, second by Ponce, to ask the owners to send a representative to the March LUPC meeting to discuss plans for Lincoln Place. Adopted unanimously.
6. Lisa Gritzner from the office of councilperson Miscikowski reported on the status of the cityís proposed ordinance on methane. Several persons spoke in opposition to the proposed methane ordinance. Motion by John Davis, Laura Burns second, that the committee request the city council postpone any hearing on the draft methane ordinance for 45 days to allow for full participation by all certified neighborhood councils in Los Angeles and that the material submitted to this committee by coped and transmitted to the city council as soon as possible. In favor, Ponce, Davis, Audet, Burns, Hathaway, Carter. Abstention, Valenzuela.
6. Two members of the public spoke in opposition to the "Sarlo Project" at 3206 West Washington Blvd, citing concerns about noise, traffic and proximity to a single-family residential neighborhood. It was reported by Burns that the project has been approved by the city planning department and is now in the appeal period. Motion by Davis for LUPC to evaluate the planning department decision, hear public input if the decision is appealed, and to submit comments to the planning department if there is an appeal hearing. Second by Ponce. Adopted unanimously.
7. Laura Silagi, of the ad-hoc subcommittee on Envision Venice, reported that the committee had held a meeting, and that a majority of members had voted to ask LUPC to disband the committee since it would be too difficult to hold meetings under the strict rules of the Brown Act. Motion by Hathaway, second by Davis, to dissolve the subcommittee. Adopted unanimously.
8. Laura Burns presented a report on the status of the proposed Lincoln Center project. Two members of the public spoke in opposition to the project as currently submitted. One said that the project should incorporate findings of the Envision Venice workshop event. Another said the project should include a significant low-income housing component. Motion by Burns, second by Davis, to oppose the project as submitted to the city planning officer. Adopted unanimously.
