MITIGATED NEGATIVE DECLARATION 508-04-PL: ENV-2003-7998. 512 Rose Ave.; Venice, CD 11. the construction of a 102,562 sq ft mixed-use project with 75 residential units (including 7 low income unites), a 3,300 sq. ft restaurant, with 247 subterranean parking spaces and 16,395 sq ft of open space on a 61,980 sq ft C4-1/RD1.5-1 zoned site. The project will require demolition of the "Pioner Bakery Building". the project requires 9 discretionary actions: 1) Specific Plan Exception to allow 4 exceptions from the Venice Specific Plan; 2) Specific Plan Permit to ensure compliance with the Venice Specific Plan; 3) Conditional Use to allow deviation from the Commercial Corners Ordinance; 4) Zone Variance to allow parking in a zone that is more restrictive than the zone where the primary structure is located; 5) Zoning Administrator Adjustment to allow adjustments in the yard requirements; 6) Coastal Development Permit to allow construction in the coastal Zone; 7) Site Plan Review to make Site Plan Review findings; 8) Mellow Act Compliance Permit to ensure compliance with the Mello Act; and 9) Vesting Tract Map to subdivide 8 lots to construct 75 condominium units.
