1)  March meeting minutes approval (5 min)

2)  Report from Council Office (5 min): Kevin Keller, Chief Planning Deputy

3)  Public comment (10 min)

 * public comment will be taken at this time on items NOT on the agenda.  Public comment on  agendized items will be taken at the time that item is addressed by the Committee.
4)  Discussion Item:  Mello-Act (20 min)[Requested by Committee at March meeting]
* Two Mello Act attorneys will explain the Mello Act and answer questions from the Committee and the public
5)  Discussion/Action Item Lincoln Place (15 min)[requested by Laura Burns]
* Relative to Community Forum that took place on March 16, 2004
* Relative to the California Court of Appeal Stay granted on March 24, 2004
6)  Discussion Item: Participation in the Coastal Commission Hearings on the amended Venice Coastal Specific Plan ("VCSP"), which replaced the earlier VCSP on Jan. 19, 2004. (10 min)[requested by John Davis]
a.  Report of issue by John Davis
b.  Delegate a committee member to be the "watchdog" so that LUPC can timely agendize the  matter to take public testimony and represent community wishes at the Coastal Commission public  hearings.
7)  Discussion/Action item:  Lake Street safety (10 min)[requested by stakeholder Yasmin Green]
* Relative to drafting letter requesting increase in safety measures taken with regard to Lake Street and requesting GRVNC to send such letter to City.
8)  Discussion item:  MTA site (RAD Management)(15 min)[Requested by Greg Fitchitt]
* Developer to present their ideas for the site and hear community feedback.  This is an initial informational presentation and a discussion item, not a voting item at this time.  Project is at a preliminary, conceptual level.

*Note: There will be a Public Scoping Meeting to solicit public input on what should be included in the Environmental Impact Report for this site. The meeting will be Wed. April 7, 6:30 to 8:30 pm at the Westminster Elementary School Gym on Abbot-Kinney. Comment period closes April 26, 2004. Click on the above link for notice, including project description and preliminary plans.

9)  Action item: Report from the Conservation Committee to the LUPC regarding Conservation Committee
evaluation of the mitigated negative declaration for the Lincoln Center Project and
recommendation to the Board of Directors to find the environmental document insufficient. (10 minutes) [requested by John Davis]

10) Suggestions for items on May agenda[15 min]
a)  Venice Specific Plan:  Relative to the eastern section of Venice (the only area in Venice not  covered by the Venice Coastal Specific Plan or the Oxford Triangle Specific Plan).

 b)  Discussion Item:  Conditions of approval for Vesting Tentative Tract Maps (30 min)[Requested  by Committee at March meeting]

* A representative from City Planning and the City Attorneyís office will explain whether and how conditions of approval for Vesting Tentative Tract Maps can be enforced, and will answer related questions from the Committee and the public.
c) Discussion Item:  Memorializing, in writing, policies and procedures adopted by LUPC since  November, 2003 for public and committee information and referral(10 min)[Requested by Sabrina  Venskus]
