     - invite council office to give explanation of  new code and approval process of new code; discuss concerns/needs
6)  Action Item: Community Impact Statements ("CIS") [10 min]
    - invite council office to give explanation of what these are and what their relevance is.
    - consider procedures to follow in the preparation of CIS's.
7)  Discussion Item: Venice Specific Plan (15 min)

- Relative to the eastern section of Venice (the only area in Venice not covered by the Venice Coastal Specific Plan or the Oxford Triangle Specific Plan).
- request by Burns that this item be taken out of order and considered  after item 12, time permitting, or continued to the March meeting
8)  Discussion Item: Participation in the Coastal Commission Hearings on the amended Venice Coastal Specific Plan
     ("VCSP"), which replaced the earlier VCSP on Jan. 19, 2004.
a.  Summary of issue reported by John Davis
b.  Delegate a committee member to be the "watchdog" so that LUPC can timely agendize the matter to take public testimony and represent community wishes at the Coastal Commission public hearings.
7. Action Item: 3206 West Washington Blvd, ("Sarlo project"), deadline for appeals: Feb. 9, 2004
    - Zoning Admistrator's ("ZA") approval of Case Nos. ZV 79-458 (PA1) and CDP 954-79 (PA1) [20 minutes]
- ZA's Approval of plans to permit the modification of certain conditions of of ZV 79-4581 in conjuntion w/ the conversion of previously existing bank building to a professional office use located in property zoned C2 and R3, and

- ZA's Approval of an amendment to a previously approved coastal development permit CDP 954-792 to allow the modification of certain conditions related to the prior approval of the property as a bank building

1. Consider whether the Zoning Administrator's Appoval w/conditions,

a. complies with the Venice Coastal Specific Plan ("VCSP") and other applicable plans and codes
b. has accurately described the project and accurately applied regulations, including Section 8.1 of the VCSP "Construction on Contiguous Lots" and VCSP Section 9.1, "Exemptions to Commercial and Industrial Design Standards."
 2. Authorize LUPC District 6 representative to prepare a Community Impact Statement for submission to the board for appropriate action.
9)  Action Item:  Lincoln Place [15 min]
    - status and future of Lincoln Place
    - what may the change in ownership* mean?
*Note: Lincoln Place has beensolely owned by AIMCO since August 2003. AIMCO was a 50% minority partner from 2001 until the August sale.
11)  Discussion and Action Item:  relative to Lincoln Center, Case Nr: CPC 1999-0210-ZC CU YV [10 min], hearing March 1 before Hearing Officer of Planning. Dept
     - oppose the project as submitted to the Planning Department and oppose any exceptions or variances from the Zoning Code, Municipal Code or Venice Community Plan at this time
    - endorse and adopt
APPENDIX 2. ANALYSIS OF THE LINCOLN CENTER PROPOSAL BASED ON THE COMMUNITY DESIGN VALUES OF THE ENVISION VENICE WORKSHOP
APPENDIX 3. THE VENICE COMMUNITY PLAN AND THE VENICE SPECIFIC PLAN
of the Envision Venice Report as the operating Community Impact Report to be submitted by the Board to the Planning Department, Council Office, and Mayor's Office, and consider whether it needs to be augmented.
     - recommend the board submit the entire Envision Venice Report to the case file in the Planning Department
    - delegate a committee member to craft a Community Impact Statement for approval by the Board and submittal to case file
    - determine what is to be placed in that statement
    - request that the Planning Department refer the case back to the Grass Roots Venice Neighborhood Council to allow developers and community members to work together to define a mutually accepable project which incorporates community desires as reflected in the Envision Venice Report.

12)  Action Item: Envision Venice Ad Hoc Subcommittee

    - Motion:  To reconsider the formation of the Envision Venice Ad Hoc Subcommittee in light of advice from the city attorneyís office that all GRVNC committees and subcommittees, standing or ad hoc, are subject to provisions of the Brown Act.
