6) Discussion/Action Item: RAD Project (MTA Lot), 100 E Sunset Ave., Venice (30 min)[Greg Fitchitt]

A Draft EIR has been issued for the existing MTA bus maintenance and repair site at 100 East Sunset Ave. in Venice.  The DEIR addresses two projects: A new West Los Angeles Transportation Facility (a larger, state-of-the-art facility for Compressed Natural Gas (CNG) buses proposed along Jefferson Boulevard in West LA), and the redevelopment of the existing MTA site in Venice into a mixed-use project, to be constructed following the completion of the new transit facility.

Sunset Avenue Project - The proposed project would replace the vacated MTA operation with a mix of residential and commercial uses supported by two levels of subterranean parking. Residential uses would occupy several individual structures that would each contain a varying number of dwelling units. A maximum of 225 units would be constructed, with a total residential floor area of approximately 270,000 square feet. Commercial uses include approximately 10,000 square feet of floor area in a ground floor setting facing Main Street. Commercial and retail space would be occupied by café, retail, and health club uses.

The Draft Environmental Impact Report was issued on October 21 and the comment period ends on December 6, 2004. Future public hearings will be held for review of discretionary planning and zoning actions requested by the project. Central Planning Commission Meeting Date:        12/09/2004, City Hall

  The proposed project is a mixed-use project which includes 75 condominiums (including 5 live/work units) and approximately 5,200 square feet of commercial space for a restaurant/bakery.  The project would include 68 market rate units and 7 affordable units for sale to very low income persons at approximately $50,000.  Total building square footage is approximately 103,000 sf.  The project includes 247 parking spaces on two subterranean levels, 181 for residential (2.4 per unit) and 66 for the restaurant.  The total lot size is 61,980 sf.  16,396 sf of open space will be provided.  The project is requesting discretionary approvals for construction on 8 contiguous lots, zoning and density averaging, increased height (up to 40'), setback reductions, and early operating hours (5:00am) for the retail bakery.

The project has applied for planning approval with the City of Los Angeles and the case will be heard by the West Los Angeles Area Planning Commission at a date to be determined.

Project Description: Convert Existing 9-Story Office Building Into 42 Live/Work Condo Units And One Commercial/Office Condo Unit. Demolish Existing 2-Story Office Building And Ancillary Commercial Structures And Construct 81 New Residential Townhouse Units Of Which 12 Units Are Affordable Units. 302 Parking Spaces To Be Provided.

Environmental Document: Draft MND is out. Review project application and determine if LUPC should weigh in on development application.
