The US discourages adoption from Mongolia now because of some conflicts with US and Mongolian adoption laws. It is impossible for American citizens to adopt legally. Foreigners are able to adopt from Mongolia. The law conflict may be resolved soon, but as of now, it is unpredictable of when it will be.
