Please note that the US State Dep. doesn't have a page on Kyrgyz adoption, as it maintains for most other int. adoption countries. Be sure you are using a reliable agency / lawyer. Please be cautious, and contact many sources. I have included some institutions you may want to contact. The US Embassy would be an excellent source to start with.

If you would rather adopt from a more stable adoptive country, consider Kazakhstan or Russia.

Kyrgyz Children

Both ethnic Kyrgyz, Russian, and Uzbek children are available. The children are from orphanages. Most children are toddler age or older, with some infants available, however there is a longer waiting list for infants.


Note: The requirements and process below is combined with US laws, but it should be a basis for citizens of other countries.


Requirements

Parents must be between 25 and 55. Single women and married couples may adopt. At least one parent must be a US citizen and older than 25. These requirements are vague, as I haven't been able to find any more specific info.

Process

More than one child can be adopted. Travel is necessary by at least one parent. I am aware of a US embassy in Kyrgyzstan, but I believe it is a small one. So the US embassy in Moscow will probably complete the visa for your child before leaving for the US. However, I am not sure of this because of the lack of info. on Kyrgyz adoption. Keep in mind that you may need to travel to Russia before returning to the US. A passport, visa, as well as an invitation are all required for travel.

Documents Needed

Like with all other adoption countries, a home study by a social worker or agency is needed.

Bishkek is the capital. The country is mountainous. The Bishkek Center to Protect Children estimates that there are at least 1000 street children in Bishkek alone.

Major Reasons Kyrgyz Children are being put up for Adoption

Children are available due to poverty, since the country broke away from the Soviet Union, it is having trouble becoming independent. Unwed pregnancies and terminated parental rights are also major reasons. Some people view Kyrgzstan as the poorest country in Central Asia.

Advantages

After being placed in a permanent home with more attention, many children quickly recover from delays due to being in an orphanage.

Disadvantages

The children may have developmental delays due to being in an orphanage. The prenatal care the child may have received is uncertain.
