In FY 2003 and FY 2002, Russia was the 2nd most popular adoptive country in the US. In Canada, Russia was also the 2nd in 2002.

In 2002 in the US, 4,939 Russian children were adopted. In Canada in 2002, 146 Russian children were adopted.

Russian Children

Most children are from orphanages. The children available are infants to age 16. More than one child can be adopted at once if they have a nine month age difference. Twins are available. Parents will know of their child's health before adopting.

Note: The requirements and process below is combined with US laws, but it should be a basis for citizens of other countries.


Requirements

Single women may adopt as long as there is a 16 year age difference with the child. The youngest age parents can be is 25. To adopt an infant, parents should be under 50. Unmarried couples aren't allowed to adopt. Orphanages and different Russian regions may have other requirements. It is best if parents don't have a criminal record. Parents who have been divorced may adopt. Both spouses must agree to the adoption. One spouse must be an American citizen and singles must be Americans as well (either through birth or naturalization).

Process

Either one or two trips are required, depending on the region. There will be a court hearing.

Documents Needed

All documents should be translated into Russian. A home study, BCIS approval notice, copies of the passports of the adoptive parents, marriage and divorce certificates (if applies), police clearance, medical exam report, financial statements (bank statements and tax forms), employment verification letter, and evidence of place of residence are needed.


Weather / Climate

Moscow and St. Petersburg (Leningrad) are on the same parallel as Juneau, Alaska. Thus, the entire country is chilly. Siberia is the coldest region.

Agencies must be accredited by the Russian govt. The capital of Russia is Moscow and St. Petersburg is a major city. Siberia is subarctic northern region of Russia.

Major Reasons Russian Children are being put up for Adoption

The Russian govt. terminates the parental rights of alcoholic parents, and thus, many are being put into orphanages.

Travel is a disadvantage since Russia is relatively far away.
