In FY 2003, Ukraine was the 6th most popular adoptive country for the US. In FY 2002, Ukraine was the 5th most popular. In 2002, Ukraine was the 13th most popular in Canada.

1,106 Ukrainian children were adopted in 2002 in the US. 37 children from Ukraine were adopted in 2002 in Canada.

Ukrainian Children

Couples must be at least 18, but it is recommended that they be 25 or older. Most children are from orphanages. Caucasian and a few Gypsy children are available. The children may have typical orphanage delays, which they nearly always recover from. The children are 14 months and older. More boys are available than girls. Two children can be adopted at the same time. Children are available from all the regions of Ukraine.


Note: The requirements and process below is combined with US laws, but it should be a basis for citizens of other countries.


Requirements

Singles must at least 25 when starting the adoption. Parents can't have AIDS, TB, or Syphilis to adopt. The age difference between the parent and child must be at least 15. Annual reports are required.

Process

Both parents should travel to Ukraine. The time spent in Ukraine is usually 2 - 4 weeks. Photos of the children are only available through the government and all orphanages are run by the govt. Ukraine doesn't recognize dual citizenship, so the child can only be a US citizen, unless he/she returns or visits Ukraine. If the child does visit, he/she will become a Ukrainian citizen. The only adoption agency in Ukraine, which your US agency will work with, is the govt.
