Children five years and older can be adopted. Siblings and special needs children are available. Estonian children are avialable

Couples and single women may adopt. Parents must be 25 years or older.
Process
Escorts are available if the parents are unable to travel. In the referral, one receives a video and medical information.
A optional preview trip can be made before the actual trip for the adoption.
