Brethren Please read

In accordance with Article XXV: Amendments, the following amendments to the Constitution of the Grand Council of the Allied Masonic Degrees of the United States of America, as revised in February 2004, will be presented for consideration at the Annual Meeting of the Allied Masonic Degrees in February 2005. The proposed legislation must be read at the next meeting of the Council subsequent to its receipt.

 

ARTICLE VIII: DUTIES AND PREROGATIVES OF OFFICERS OF GRAND COUNCIL;

Section 4. Which presently reads:

A Charter cannot be forfeited without the authority of the Grand Council, but the Sovereign Grand Master may suspend a Council until the next Annual Meeting of the Grand Council.

Be changed to read:

A Charter can not be forfeited without the authority of the Grand Council; however, the Sovereign Grand Master will revoke the Charter of Constituent Council that has not submitted an Annual Return, nor communicated with the Grand Secretary as to the reason for the delinquency for two years.

Section 5, be amended to read:

All certificates, dues cards, forms, diplomas, etc. issued by constituent Councils shall have affixed the seal of the Grand Council of the Allied Masonic Degrees of the USA and signature of the Grand Secretary. All other documents are invalid.

Article XI: Finance

Section 8, (added)

The minimum fees for membership in each constituent Council shall be $50.00 and minimum dues shall be $20.00 (If the By Laws of a constituent Council are less than the minimum fees and dues, corrected By Laws must be submitted to the Grand Council for approval. Council’s with fees and dues that exceed the minimum are exempt from mandatory By Law changes.)

ARTICLE XIII: MEMBERSHIP IN CONSTITUENT COUNCILS;

Section 7. D, be amended to read:

Be addressed to the Grand Secretary.

Paragraph 7.D, which presently reads:

The request shall be presented at the following Annual Meeting of Grand Council. The Grand Secretary shall advise the Council submitting the request of the decision of Grand Council, final action of the Constituent Council being deferred until such advice is received. Should the request be approved, the member will assume the status of an Emeritus Member, and be so recorded by the Constituent Council.

Be changed to read:

The Grand Secretary shall review the request ensuring items A thru D of Section 7 have been complied with; notify the Council submitting the request that "Emeritus Status" is granted and that the "Emeritus Member" is entitled to an emeritus member dues card; report transfers to Grand Council.

Paragraph 9. D,

Be changed to read:

The request shall be addressed to the Grand Secretary and contain the complete name and address of the Brother being transferred.

Paragraph 9. F,

Be changed to read: The Grand Secretary shall review the request ensuring items A thru F of Section 9 have been completed. Notify the Council submitting the request that the transfer is authorized; report transfers to Grand Council.

Paragraph 9. G, (added)

Submit the name and address of the Brother being transferred to the Secretary of Grand Masters Council.

ARTICILE XVII: REPORTS OF CONSTITUENT COUNCILS

SECTION 3, which presently reads,

A Constituent Council which fails to make a report or a contribution as required by this Article or by Article XI for two consecutive years shall be notified that unless such report and contribution is submitted within thirty days, that its Charter will be suspended until such time as the requirements, in the opinion of the Sovereign Grand Master have been met.

Be changed to read:

A Constituent Council, which fails to submit an Annual Report on or before the Fifteenth day of January of the year it is due, shall be declared delinquent. If said Constituent Council fails to submit an Annual Return on or before the Fifteenth day of March of the year it is due, shall be assessed a fine of $100.00 payable to the Grand Council of the AMD of the USA. A Constituent Council which fails to submit an Annual Return as required by this Article or Article XI, shall be placed on probation by the Sovereign Grand Master; and if not submitted for two consecutive years its Charter shall be revoked.
